“We have about three rai of beachfront land in Hua Hin that has sat empty for years. Selling feels like a waste, but we don’t know what is worth building.” That was the question a landowner brought to Queen Enterprise, and it is the same question many owners of coastal land in Thailand are asking. This case study follows the land development plan, architecture and interior design we prepared for that client: seven four-bedroom beachfront pool villas in Hua Hin. It covers the site analysis, the regulations for building on the coast and running holiday rentals, a full line-by-line construction budget, nightly rates, monthly income, return on investment, payback period and the option of selling the villas instead.

The brief: three rai of Hua Hin beachfront earning nothing

The plot measures 3 rai (about 4,800 sq m), with one side on the beach and the other on a coastal road with easy access. It had been held in the family for years. Every year the owner paid land and building tax at the vacant-land rate plus fencing and clearing costs, while the land produced no income. The owner had several ideas, from selling to leasing the land long term, but no numbers to decide with. So our first step was not design but a feasibility study to find the most profitable use of the land.

Highest and best use: what should this land become?

Professional developers call this a Highest and Best Use analysis: comparing every option under the same legal, market and financial conditions.

Option Income Capital needed Notes
Sell the vacant land One-off lump sum None Gives up an appreciating asset and any ongoing income
Long-term ground lease Fixed, low rent None Ties up the land for 15–30 years with little control
Build houses to sell One-off profit High Exposed to sales speed and holiday-home market risk
Pool villas for holiday rental Monthly recurring income Medium to high Keeps the land, generates cash flow and builds asset value

Hua Hin is around three hours’ drive from Bangkok and draws families, groups of friends and corporate retreats almost every weekend. They want multi-bedroom houses with private pools, while true beachfront stays where guests step from the pool onto the sand are scarce, and command clearly higher rates than villas tucked away in side streets.

Site plan: seven villas, every one facing the sea

The key to a beachfront villa plan is that every villa gets the same sea view, because the view sets the rate. We placed all seven villas side by side parallel to the beach, each about 16 m wide, with the internal road and parking at the back by the main road. Cars stay away from guest areas, and planting and walls between villas give each group full privacy.

  • Two storeys, about 250 sq m of living space per villa
  • 4 bedrooms and 5 bathrooms for 8–10 guests, the size most in demand from large families and groups
  • An 11.2 m open-plan living and dining room joined to an island kitchen, plus a study, laundry and storage
  • One ground-floor bedroom for older guests, no stairs needed
  • Three bedrooms upstairs; the master has a walk-in closet and overlooks a double-height living room
  • A private 10 × 3.5 m infinity pool with timber deck, flowing out from the living room
  • Parking for four cars per villa

Market view: why Hua Hin still works for pool villas

The Tourism Authority of Thailand’s Prachuap Khiri Khan office reported about 11.14 million visitors to the province in 2023, up from about 9.75 million in 2022, with tourism revenue of about THB 44 billion, up from about THB 33 billion. Hotels were 85–100% booked over the Makha Bucha long weekend that year.

The market is clearly seasonal. TAT’s research centre forecast provincial occupancy of 71.55% for the early-June 2025 long weekend, while some resorts in the Khao Takiab area reported only about 50% during the European low season. That is why our base case uses 60% occupancy and we also test 50%.

In the wider property market, the Real Estate Information Center (REIC) of the Government Housing Bank reported a 17.6% rise in residential transfers in the first half of 2026, but unsold housing stock still exceeds THB 1.3 trillion and retail loan rejection rates average around 40%. Villa buyers at THB 18 million are mainly cash buyers and business owners, and keeping some villas for rental reduces dependence on sales.

Construction cost: THB 9.27 million per villa, THB 64.9 million for seven

Because the client already owns the land, the entire budget goes into the buildings and the things that earn income. That is the landowner’s biggest advantage, since land is usually the largest cost of any beachfront project.

Monthly income, calculated night by night

Hua Hin pool villas have two main guest groups. Families and friends from Bangkok drive down for Friday and Saturday nights, when beachfront villas are often booked out in advance. Corporate outings, international guests and long-stay retirees fill weekday nights (Sunday to Thursday) at lower rates. So we model the two separately instead of using one average.

A month has about 8 Friday and Saturday nights and about 22 weekday nights. The base case assumes all 8 weekend nights and 10 weekday nights are booked: 18 nights a month, or 60% occupancy, before any premium for long holidays and festivals.

Payback: cumulative cash flow, first six years

In the first year the villas are still building reviews, so we assume 80% of the base case, or about THB 806,400 a month for the project. From year two the full figure applies, and the project pays back during year six, about 5 years 7 months after opening. After that, roughly THB 1,008,000 a month is profit, while the land and seven villas keep gaining value.

Prefer to sell? What each villa is worth

Some owners would rather sell the finished villas than run a rental business. Four-bedroom villas in Hua Hin away from the beach are mostly listed at THB 8.5–15 million, villas about 100 m from the beach at THB 14–14.5 million, and true beachfront homes from THB 28 million. We price these beachfront villas at THB 18 million each, about THB 72,000 per sq m, clearly below other beachfront stock.

Sell the finished, furnished villa Per villa (THB) 7 villas (THB)
Sale price 18,000,000 126,000,000
Transfer fee, seller’s share 1% (180,000) (1,260,000)
Specific business tax 3.3% (594,000) (4,158,000)
Withholding tax 1% (180,000) (1,260,000)

Renting earns the same as one sale in about 4 years 2 months, and the owner still holds the land and the villa afterwards. Selling suits owners who want capital back quickly; renting suits those thinking long term. Seven similar villas usually take 1–2 years to sell, and buyers negotiate, so a realistic closing price is THB 16.5–17 million.

Our recommendation: sell 3 villas, keep 4 for rental

Regulations for building beachfront pool villas in Hua Hin

Beachfront villas involve far more rules than an ordinary house, because they touch both coastal construction and the accommodation business. A professional developer settles these before the first line is drawn.

Topic Requirement What we did
Coastal environmental protection Hua Hin and Pran Buri districts fall under the Ministry of Natural Resources and Environment’s environmental protection measures (2018 announcement, with a new draft approved in principle by the Cabinet on 21 January 2025), which set building heights by distance from the shoreline. Checked the plot’s zone and distance from the shore first, so the two-storey villas were planned without later redesign.
Accommodation with 10+ rooms on the coast Hotels and lodging more than 50 m from the shore with 10–49 rooms must meet the announcement’s conditions, and all lodging needs grease traps and wastewater treatment. Seven villas total 28 bedrooms, so central wastewater treatment and grease traps are designed in from the start.
Hotel licence Under the Hotel Act B.E. 2547 (2004), daily rentals are a hotel business, except “non-hotel accommodation” of up to 8 rooms or 30 guests (2023 amendment), which must be registered with the district office. Each villa has 4 bedrooms, but running all seven as one business exceeds the threshold, so the villas follow hotel building standards such as fire protection and escape routes.
Beachfront land The beach is public land; title boundaries must be surveyed and the beach may not be encroached on or blocked. Verified title markers before planning; fences and planting stay inside the plot.
Distance to neighbouring plots Walls with windows, doors or balconies must be at least 2 m from the boundary for buildings up to 9 m, and 3 m above 9 m. Side setbacks follow the rule, with solid walls and planting for privacy between villas.
Open space for residential buildings At least 30% of the largest floor area. About 170 sq wah per villa leaves ample space for the pool, deck and garden.

Selling villas individually

Under the Land Allocation Act B.E. 2543 (2000), dividing land into 10 or more plots for sale, or reaching 10 plots within 3 years, requires a subdivision permit. Seven villas fall below this threshold. A buyer who owns a single 4-bedroom villa can also register it as non-hotel accommodation, which makes the villas easier to sell to individual investors. Every case should be confirmed with the Hua Hin land office and district office first.

Design principles for high-earning, easy-care rental villas

  • The view is the price. Every villa sees the sea from the living room and master bedroom, so all seven earn similar rates.
  • Sun and sea breeze. Hua Hin sits on the west side of the Gulf of Thailand, so the beach faces east. Sea-facing living rooms get morning light and shade in the afternoon, and sun louvres cut heat gain and power bills.
  • Salt-resistant materials. Marine-grade stainless steel, coated aluminium and moisture-protected services keep maintenance costs from eating into returns.
  • Four bedrooms sell best. They suit groups of 8–10, earn more per night than three-bedroom villas, and stay within small-accommodation limits when sold individually.
  • A ground-floor bedroom. It opens the villa to families with older relatives at no extra cost.
  • Designed for fast turnovers. Easy-clean surfaces, a housekeeping store and in-villa laundry speed up changeovers on busy weekends.
  • Photos are marketing. The infinity pool flowing into the sea view is the shot guests post online, making the villas stand out on booking sites.

Design, interiors and construction under one team

Queen Enterprise is a design-and-build company that handles pool villas, holiday homes and investment property nationwide. On this project our team covered architecture, interior design and built-in joinery, construction and building services (MEP), the pool and landscape, and the setup for holiday-rental management after handover. Every item sits in a Bill of Quantities (BOQ) agreed before work starts, and a project manager reports progress weekly, so owners in Bangkok never need to supervise the site themselves. See more of our design and construction services and completed projects.

Stage What we do Time

For international investors

Thai law generally does not allow foreigners to own land in their own name. International clients typically invest through a registered long-term lease (up to 30 years), a properly structured Thai company, or a joint venture with a Thai landowner. Queen Enterprise works with landowners and investors on feasibility, design, construction and rental setup, and we recommend independent legal advice on ownership structure before any purchase.

Frequently asked questions

What should I build on beachfront land in Hua Hin?

It depends on location, size and budget. Beachfront or near-beach land usually suits pool villas for holiday rental, while land in town or on main roads may suit commercial buildings. A feasibility study is the most reliable way to decide.

How long does it take to recover the cost of a rental pool villa?

Where the owner already has the land, a well-designed and well-managed beachfront villa project like this one recovers its cost in about 4.5–6.5 years. Buying land adds to the payback period.

How much does it cost to build a pool villa in Thailand?

In this case study the building costs THB 21,000 per sq m, or THB 5.25 million for 250 sq m. Including the pool, built-ins, furniture and everything needed to welcome guests, the total is THB 9.27 million per villa.

How much can I sell a beachfront pool villa in Hua Hin for?

We price these 4-bedroom beachfront villas at THB 18 million. After taxes, fees, marketing and the THB 9.27 million build cost, the margin is about THB 7.23 million per villa, including land value and before income tax.

Do I need a hotel licence to rent a pool villa by the night?

Under the Hotel Act B.E. 2547, nightly rentals are a hotel business unless the property qualifies as non-hotel accommodation of up to 8 rooms or 30 guests and is registered with the district office. Several villas run as one business may need a full hotel licence.

Are there height limits for beachfront buildings in Hua Hin?

Yes. Hua Hin is covered by the Ministry of Natural Resources and Environment’s protection measures, which set building heights by distance from the shoreline and add conditions for lodging with 10 or more rooms. Each plot’s zone must be checked before design.

Can a foreigner invest in a pool villa project in Thailand?

Foreigners generally cannot own land in their own name, but can invest through a registered lease of up to 30 years, a properly structured Thai company or a joint venture with a Thai landowner. Independent legal advice is recommended.

Does Queen Enterprise design and build pool villas in Hua Hin?

Yes. We provide architecture, interior design and construction for pool villas in Hua Hin, Cha-am, Pran Buri and across Thailand, from single holiday homes to multi-villa rental projects.

Note: Regulations are summarised from the Hotel Act B.E. 2547 and related ministerial regulations, the Ministry of Natural Resources and Environment’s coastal protection announcements and the Land Allocation Act B.E. 2543 for general guidance; actual requirements depend on each plot’s zone and location. Market data from the Tourism Authority of Thailand and REIC. Construction costs are taken from the design Queen Enterprise prepared for the client in 2026; income, sale prices and returns are estimates, excluding land value and income tax. Images are concept renderings. The landowner’s name is withheld at the client’s request. Figures are in Thai baht.
